Integrated Dementia Care and Capacity Building Services

Within the framework of the Interreg VI-A IPA Greece – North Macedonia 2021–2027 Programme, the Republic of North Macedonia invites qualified service providers to submit tenders for the implementation of Integrated Dementia Care and Capacity Building Services under the ElderCare Project.

This intervention aims to improve the quality, accessibility, and sustainability of dementia care services in the Vardar Region by combining clinical support, community-based care, and capacity building for professionals and caregivers. The project contributes to strengthening social and health systems while promoting inclusive, people-centred care for older persons living with dementia.

About the Contract:

• Procedure: Simplified procedure (PRAG 2025);
• Contract duration: Up to 18 months (depending on the lot);
• Total indicative budget: EUR 115,000 (excluding VAT);
• Co-financing: 80% European Union (IPA III), 20% National funds.

Scope of Services:

The contract covers six complementary service areas, designed to deliver integrated and sustainable dementia care solutions:

• Project Management and Coordination;
• Clinical Assessment and Treatment Planning;
• Training and Capacity Building for Healthcare and Social Workers;
• Integrated Therapeutic Services, including digital learning, occupational therapy, art therapy, and physical activities;
• Mobile Healthcare Outreach and Family Support Services;
• Project Evaluation and Learning.

Tenderers may submit offers for one, several, or all service lots, depending on their expertise and operational capacity.

Eligibility and Selection:

Participation is open to eligible entities established in EU Member States and other eligible countries in accordance with IPA III regulations. Contracts will be awarded based on the best price–quality ratio, ensuring value for money and high-quality service delivery.
